Almost all of the things Valve says to back up their decisions apply squarely to pub players. Players with half a brain will use common sense and communicate with their team to locate a sniper if they aren't handed the sniper's location on a platter. I'd also like to mention the kill icons in the top right corner serve the exact same purpose as the first bullet point without ruining a sniper's vantage point. I'm all for making snipers move around, but thanks to snipers having no incentive to find especially good hiding spots Valve has managed to create an AWP-like community of snipers who just fucking jump around and no-scope instead of you know, sniping.
you know this is just spy right? i've been on the lookout a no-kill-cam for sniper kills; seems more needed. i'll still add it though.
Yea, I think they're needed for spy and sniper. Making it more benefitical to find a good spot. :)
I saw one of these a long ass time ago, but I can't remember the name. I'll ask Crimson, he might know of it.

Specifically, I want to draw your attention to the 2 bulleted items. The TF2 team has put a lot of work into making this game enjoyable, and it seems like this addon would be regressive.
